For sure, don't ask your dad for new clothes right now. He's probably stressed out enough from trying to figure out how to keep paying the electric bill and buy groceries.
What I'd suggest is, if you're old enough, that you get a job of your own at the local mall or a fast-food place.
If you're not old enough to get a steady job, you can also try doing odd jobs like babysitting, housecleaning, dog walking, etc. for extra cash.
You could also try learning how to make your own clothes as a supplement to whatever money you manage to make on your own. This is actually a really good option, since you can make unique things that noone else has, or modify existing clothes to fit you perfectly. You'd still need a little money for fabric and patterns, but not nearly as much as buying retail.
Also try resale shops. You can find some really funky (as in cool, not as in stinky) pieces there for super cheap - I found a full-lenth vintage leather trench coat once for $10 (same style/color as Brad Pitt's jacket in Fight Club, only knee length), never worn and still had the original tags in the pocket! I've found beautiful soft sweaters, suede jackets, designer jeans and antique jewelry. You wouldn't believe the things some people give away. Guaranteed, you probably won't see anyone else wearing the same stuff as you, and it doesn't break the bank.
One more thing... If you do manage to get a job, see what you can do about contributing a little to your dad to help with bills. He may not take it, but I'm sure he'd probably really appreciate the offer.

I would ask for cash and go to the local thrift stores.
The Salvation Army Stores
The Goodwill Stores (sell gift cards)
The Disabled American Veterans Stores
Savers
You would be amazed at the amount of name brand quality clothing you can find at a Thrift store, I recently bought my son a brand new Old Navy Coat for $20.00 it still had the tags on it.
The DAV store had a Sunday Sale that all red tags were 50% off and bought my son a Polo Shirt, a Tommy Hilfiger shirt , 2 pairs of newer Levi's, a Leather belt and Wallet. I also bought 4 pairs of Joe Boxer flannel PJ pants with the tags on for $3.00 each.

i understand how hard it is to cope up financially when the breadwinner got layed off, its a torture for him and i dont like to add burden just because of clothes, well, out of your given choices, i would wear hand me downs but from people whom i knew, like relatives, if not, i will just wear whats available with me, as long as it is clean and presentable, i would not mind

It's always best to ask, never rob your own parents, they love you no matter what. Then I suggest sit down with and compromise, meet each other half way.
