Well if the girl is really beautiful then she will appreciate(will be flattered) it( please do not imagine that if you tell this sentence to a girl she will fall in love with you)
but if she is actually not, then she will feel hurt thinking that you are trying to pull her leg just because she is not
It all goes down to timing, place, situation etc

Being a guy I do not know how a girl will feel when she is been told that she is beautiful?But according to me a gal will not reveal anything through her mouth but in heart she will surely say this guy is the most intellegent 1as he has found me beautiful. No matter how ugly the gal is it is upto the guy, how smartly he says the gal that she is beautiful, not necessaraly physical beauty. The best example if I can give according to my experience - tell any gal" ur EYES r very Beautiful". The girl asks how you found my eyes so beautiful. The answer is "I get confidence in your eyes when ever I see them "
Just try this 1ce and u'll get ur answer how a gal feel when she is told she is beautiful.

Initially most girls are very flattered and may even like you more (flattery is the way to a girl's heart). I'll tell you that girls HATE when boys tell them that they think OTHER girls are pretty.
Um...but after that initial phase, it depends on the girls personality. Confident girls will say "thank you" and maybe compliment you back. Cocky girls will secretly think they're the queens of the universe. Shy girls will say "thank you" or "you're lying" and secretly wonder if you were being honest. So only say it if you really mean it, and say it with the utmost sincerity. Personally, I am one of the shy ones. But I would believe you if you said, "You're beautiful! I mean it! I promise! I swear!"

For the most part, girls like to hear that. You have to make sure you say it the right way - right approach, conversation, timing, mood, etc. is crucial or you may come across as sounding like a wolf in sheep's clothing, or just not very creative about giving her a compliment. Don't slobber all over her, that may just scare her off.

it would depend on the mode and behavior of that girl.most probably girls feel happy when they were told to be beautiful but they do show this.instead they girl will make mode as if this doesn't matter them.
i am not sure of my answer as it is impossible to understand a girl.
