You did not specify for which Internet browser but i will explain how to restrict a web page in Internet Explorer (all versions). Just start Internet Explorer. Select "Tools" from the upper menu of the windows, select "Internet Options..." and a windows with a few tabs will show. Select the "Privacy" tab and press the "Sites..." button; another windows will show asking you for the web page you want to block. Just write in the address (e.g. www.hey.com) and press the button.

for this, on ur internet explorer, go to Tools, go to Internet Options,
then got to Security tab, click on restricted sites and click on Sites and enter ur website u wanna restrict, click Add and then OK

The main sure-fire way is to block it in your HOSTS file - http://www.mvps.org/winhelp2002/hosts.htm

This blocks access to it from your computer... IE, Firefox, Opera, any and all programs.

Keep in mind that some viruses / spyware can change the hosts file without you knowing.

If you are using Apache for your server then one way to restrict access would be to use the .htaccess file.
