Most car rental places no longer charge mileage. If you rent from one that does, it wont matter if you go out of state or not. They'll charge you for whatever you use over your contract amount. Some will charge you extra if you turn the car into another station from the one you rented. EG: You rent a car from Hertz in Florida and turn it in to a Hertz in Arizona you might be in for an additional charge. Good Luck

No need to "sneak" out of state. I work in the rental business, when you rent a car from our company you agree to return it at a specific time and place. What you do and where you go during the rental is up to you. Just make sure you understand the restrictions on your rental. Our company prohibits towing, hauling and off road driving, among other things ... read documents you get when you rent the car.
If you are leaving the country, you should mention this to your rental agent, they may provide you with a special insurance card for use in other countries.
I have never heard of any rental contract that prohibits out of state driving. Many of our customers use our cars for "road trips" to save wear and tear on their own vehicles, it's great for our business!

rent-a-car charges a flat fee plus additional charges if you go beyond a certain mileage while in use of the car. this rate is based on a set fee per mile beyond the amount charged at the time the rental agreement is taken out.

GPS units.
Many rental companies have installed tracking devices in their rental cars. Some of these devices even track your speed and log when you are speeding & where your car is at.
The other Answerers are correct, most companies now offer unlimited mileage. Call or surf around and find another company that does not charge for mileage.
Enjoy your trip.

Some car rentals have a GPS system, and alerts them if you go outside the designated area.
Some also alerted if you go over a certain speed for more than a predetermined period of time (more than needed just to pass someone), and will charge you a penalty for it.

Be honest and don't try to sneak out of state. What if you're in an accident? Then you've got BIG problems.

You are asked, when you go to rent a car, where you plan on going. They just want to keep track, mainly for insurance purposes. They record the mileage when you leave their lot, and check it when you return. Best way to deal with them? Be honest.
