I've worked in a company which we had a vending machines of breads and sandwiches.. chocolates in a box or goodies.. instant noodles..etc and of course those drinks in a can or bottles.
As most employees have no time to go to cafeteria, they stayed for a break in these vending machines corner..mostly sandwiches and breads are out of the machines after the last minute...
It works and it helps when you are always on the go..for another hours to complete the day...
about the undies... not sure but in public toilets you can get sanitary napkins and toilet paper sometimes. I've also seen bags of rice or condoms for those who have needs to or for safety reason or batteries on vending machines..stamps etc.etc
what she heard might be true but that was long time ago...read this:
Police in Japan are trying to curb an unsavoury trade. In early September, three business men stocked around 90 vending machines in outer Tokyo with used underwear "guaranteed to have been worn by a Japanese schoolgirl." Each garment sells for about $29.
After searching the rule books, the police have finally charged the three entrepreneurs with violating the Antique Dealings Law, which stipulates that dealers need a license. Used panties as antiques? The police say that some of the underwear was bought from second hand dealers. The trio may also be charged with swindling, if it can be shown that the panties on sale had not really been worn by female students.
The Economist, page 76, October 18, 1993
Yes, most businessmen are trying to break the law and there might be some places where it does exist but the police are around and if this will be reported, this kind of vending machine would be not be there for business anymore..

merry christmas everyone...

There has been a crackdown on the used underwear industry, so those vending machines may not be around now. As Nyl says, the police strategy has been to enforce the law that says you must show ID when you sell a used item and the buyer must keep this on record. The loss of anonymity has curbed schoolgirls enthusiasm for peddling their knickers.

The machines that sell questionable items are in out of the way places-like in love hotel rooms or inside roadside booths. The craziest item I have ever seen is a substance that claimed to make ones excrement tasty intended for coprophiliacs.

I used to have a really great egg vending machine near my place-it had still warm eggs every morning and it was always sold out by noon. Best omelettes I ever had. I gave the tasty turd stuff a pass.

YES. Do not believe those who say they do not exist!!!!

Some of these items are illegal, but so what???? Prostitution is illegal is Japan, and yet it is a HUGE business and goes on undisturbed by the police due to Yakuza connections.

You can buy used schoolgirl panities, porn videos & mags, viagra, and sex toys from many vending machines (near seedy areas or establishments), even inside your hotel room! Provided you are staying at a 'love hotel'. I
Prior to 2000 you could also buy 'magic mushrooms' from vending machines!
don't need to wiki this information, I have seen it with my own eyes. This doesn't mean that they are common on every street corner in full view....most definitely not. Usually they are down alleyways, or hidden from sight, but if you know where to look, you'll find them.

More commonly sold items I have seen from public vending machines are: alcohol, tobacco, eggs, squid, batteries, cup noodles.

Hey, why don't you check the Wiki article?
The Vending Machines offers much more than you imagine!
Underwear (Clean & Used) , Canned Oden, Natto,
Live lobsters, Rhinoceros beetles (sold as children's pets)......

PS.
Sorry, I disagree with Luddite. I live also in Japan. I'll show you an evidence. The one picture is from Kawasaki, the other from Akita. You see, these Machines are vending Underwears, though they are rare few.

They used to sell used underwear from teenage girls, but I don't think they do that now. Male office workers have a thing about teen girls panties. Japanese love vending machines. They have them in rest areas off the freeways. You can even buy hot french fries from them !
