Don't know the best but please don't go to Edit Institute....
Animation can be learnt on your own too if you get the softwares - flash, image styler, adope inage ready, dreamweaver etc. technologies keep changing and employers arent so bothered about certificates as your skills. There are many places offering courses....you can take up any but my advice is to manage on your own and not waste money on it.
