Clay, mostly. This article goes into the history of kitty litter, and talks about the different materials it can be made from: http://pubs.acs.org/cen/whatstuff/stuff/8217kitty.html

Actually there are different types of cat litter on the market now. Clay is the most common. But I have used pine pellets, some made out of corn and some made out of wheat. The corn and wheat ones were disgusting though. There is also a brand made out of newspaper.

Several things. Clay as the first answer says, but also fuller's earth, paper (starts of like little tiny rolls and gets everywhere as expanded by cat's claws!) or what we use here, wood based, which the packet says is recycled sawmill waste.

It relies upon on the style and charm you purchase. maximum more cost-effective manufacturers are made up of busted up clay. Theres a style named "the day exceeded by's information" that's recyled newspaper pressed into pellets. some clay clutter could have baking soda pellets in it to save stinky clutter clean longer, and so on. So yeah, it basically relies upon on what variety you get. :)
