As u have 2 use Internet and Write DVDs I don't think that u require a PC with much higher configuration, Still PC with P-IV and a ram around 1 GB will be a much easy affair.As the PC manufacturers are upgrading the system and reducing the prices, daily it is necessary to buy a system with a reasonable price and and normal configuration, If u already have the other things as the DVD Combo, LAN Cad, Optical Mouse, Multimedia Keyboard, Floppy Drives, HDD and supporting cables You will have to Pay for the Processor/Motherboard/Ram Only. I hope Ur cabinet too could be used. The processor and motherboard will cost around 9000 and the ram around 2500. Rest u have so, u can get a high speed system with the least charges.

See, I have just assembled my own pc and here is its configuration...I won't cost you much..
1) Intel D101GG2 Mother Board
2) P4 HT Tech. 3.06 Ghz Processor No.524
3) Ram 1 GB or you may go for 512 MB - Genuine Kingston
4) Graphic Card - ATI Radeon X300 - 128 MB on board share mem.
5) OS - Windows Xp Genuine Sp 2 or Windows Vista Home Premium......Your Choice..
6) I Ball Cabinet - Good One
In Whole it will only cost you around Rs 19,000 or 20,000

i suggest u to assemble rather than buying ready go to advanced piece 3.66ghz p4 is enough 80Gb hdd n 1024 mb ram
