It depends on one's political view or nationality. In the US, it's often said that Israel is the only democracy in the middle east. But more objectively speaking, Iran, Lebanon and Palestine are democracies or have a strong component of representative government. And I would not be surprised if some of the emirates and kingdoms have democratically elected parliaments and local officials.

The people of Iran vote - but it's hardly a democracy. The Mullahs are the ones who are really in charge, the president can't do anything without their approval. Last time they had an election the Mullahs also chose who could stand for election, to the exclusion of all moderates and reformers. However, technically the president can put preassure on the Mullahs to change their minds. Fat chance of that though.
Interestingly Iran has the lowest age of suffrage (voting age) - 15

You have addressed a key problem. What IS democracy?
In Iran, people vote. But 50% of the population, the women, is under patriarchal law that requires them to cover themselves. They are brainwashed from their birth on to believe that covering themselves is a sign of chastity. Now, is this democracy?
On the other hand, in USA people vote. A large portion of the population is undereducated and doesn't know what implications their vote has nationally and internationally. Now, is this democracy?
A democracy requires the population to vote, so as to protect their own interests, but in both cases (and in many cases around the world), people are manipulated to vote for certain parties. Their nationalistic and religious feelings are tapped. Because they don't have free minds and enough education, they cannot really look out for their interests, they cannot choose governments to look out for them.
It is time the term democracy be discussed. The so called democracies of today has made it a taboo to discuss democracy. But today, most people live under a travesty of democracy. If democracy is what it is today, I don't want it. I want Bosphorus-Babocracy, if you will.
