The answer is yes- but both countries rarely grant them permanent residency and tend to grant short stay visas only which are rather strictly enforced in comparison to other more suitable (in their view) entrants.
As an expat living all around Asia, my experience has been that the natives consider blacks to be synonymous with thuggish behaviour, drug peddling, prostitution rackets and theft and generally anti-social behaviour- which is not entirely unsubstantiated.
My experience also is that Asians don't like the idea of a black with one of their women- I've seen bar fights where blacks have been thrown out & beaten senseless by everyone (who would normally fight amongst themselves) for being with an Asian girl.
As for Russia, there are a few aging communist sympathisers and ex-diplomats there, but, as in China, the natives treat them with extreme suspicion and often hostility and violence- especially common in urban Russia such as St. Petersburg and Moscow.
The Western world has to get its head around the concept that blacks are nowhere near as acceptable as in the US, Canada and parts of Western Europe.
Westerners also must accept that this is a mentality that cannot and will not change, an example is how little Asia-Africa trade and investment exists.
