Yes you can.

When a new sim is inserted into a mobile phone, the mobile sends the IMEI of the mobile phone and IMSI of the sim card to be registerd to the SIM provider.

FIR can help you if your case is very important.

Otherwise your friends working in the SIM provider's company can help pyu.

IMy son got it back under these circumstances. However, he had lodged a regular police complaint and furnished them the necessary particulars. The Mobie company also helped. The theif was apparently not well conversant with the working of mobile. He went on making calls on it which were intercepted by the police and with their help they reached the thief and recovered the phone.

In c ase the mobile is not recovered obtain a certificate from the Police about the complaint and the Mobile company also compensates you for the loss.

Normally when using a GSM phone, the Sets individual no. is sent to the Network operator, by the handset itself.
Only a Network operator can help you in tracing it.
Thanks
