Hmmm. How high is "high technology?" I use a paper shredder (hand cranked), then let the shreds soak in a bucket overnight. The next day, I "pulp" it by running it through an OLD blender. I put this in a tub of water, and use a paper-making screen and fabric squares to create a sheet of paper.

The paper is very thick -- it is almost like art paper. It would be good for stationery, but I don't think it would be good for every-day use, because it is thick and the edges are uneven. If you cut it, the size could be uneven, too. But, it is nice for greeting cards and special crafts.

Hope that helps. You might try asking in "crafts" under the Games and Recreation subtitle.

You would have to first bleach out the ink. That is possible today with the new inks made from soybeans. Then you would have to break down the paper using Caustic Soda Then you have to add a mild acid while "sheeting" the paper to cause the paper in solution to precipitate out onto the flat survace, (or roller) That is the basic process for making paper at home.
