By literal definition, an apple cannot be an orange. So people cannot be angels because angels are defined as being different than people.
Now, if you are asking if people can be ex or future angels, then the answer is yes. The problem, then, is two-fold: upon what criteria do you judge what an angel is or isnt, and having created such criteria, how well does this person fit such?
Imagine, if you will, looking for a short order cook. If you met someone who worked as a short order cook 30 or 40 years ago, how accurately would they be able to tell you about the experiences they have had? In addition, if they couldn't find anyone who could verify their story, would that make them any less a cook? it might not make them less of a cook, but it would leave them open to being strongly questioned or denied, and understandably so.
Angels serve many different functions: like human occupations. And, like human occupations, angels leave and join them all the time. The problem with people's perceptions about angels is that, because so little is known about how they are recruited or trained, how many of us understand what it takes to become one?
Compounded with the fact that humans can do many of the functions that an angel would serve (bringing messages, providing comfort, fighting adversity, inspiring hope) and you have one convoluted mess to sort through.
Another way to think of it is this way: I am almost finished with my Bachelors in English. This means that I have taken accredited courses in various disciplines and gained enough knowledge to qualify me as such. However, despite this gathering of knowledge, I cannot create other accredited Bachelors of English, despite the fact that I am one myself. I can help someone prepare for taking such classes, but I cannot pass them myself.
Like people, one angel's experiences and truths might or might not coincide with anothers. Not even angels all see things the exact same way. Not every teacher teaches in the same manner, not every cop reacts the same in a given situation, not every doctor gives the exact same diagnosis.
A good way to understand angels, for me at least, is to watch Wings of Desire (or City of Angels, the remake). Don't bother so much with the period details (the armour is given to them so that they have something to sell, and to get them started, and its symbolic anyway) as with the reasons and whys.

I believe they can. Angels are all around us.
Have you ever seen a very friendly person standing next to you and smile or give you good advance, then you turn away for a second and they are gone? And there is no where they could have gone so quickly (like a open street). Most likely he/she was a angel giving you some good needed advance.
Ive seen my gaurdian angel when I was a child. She looked very real but vanished when I tired to touch her. (she just disappered and there was no where for anyone to go that fast in a blink)

No, people are not angels, fallen or otherwise, and they cannot become angels. It is a popular misconception that when a believer dies and goes to heaven, they become an angel. They do not. Humans are humans and angels are angels. The two are different species. Angels have always been angels. Some of the angels (about on-third of them) followed Satan in his rebellion and fell. The rest did not.

First off lady, You do not want to have any dealing with a fallen as for they are the demons that Satan send after you to gain control over you. Also the bible does state that you should treat strangers with respect for they could be angels in disguised........I just want you to remember that fallen angels can also come in the disguised of a stranger and make your life hell on earth so to speak... Also you have to really have to beware of being tricked by a stranger... For fallen angels have nothing better to do then to drag you into their form of hell ... For they are guarranree a death sentence by God................................

Both the Hebrew and Christian bibles specifically state people DO NOT become angels, they are an entirely different class of beings.

you tend to find those people in pyschiatric wards, cause if anyone had a permuanition alas joan of arc, they'll be locked up in a straight jacket, quick smart.
