I'm a Scorpio. Scorpio never truly surrenders to anyone. If they do they're likely to be unhappy with the situation. Scorpio always wants to be the one who is in control. They're best suited with signs that aren't out to take charge of the other person. Cancer is a great sign, the best in my opinion for Scorpio because they tend to be a reflection of their partner. And they're very loyal, sensitive, their moods make them a mystery at times, and they have strong emotions. Several things which a Scorpio enjoys.
As for cheating a Scorpio... Anyone can cheat. But, In my experience Libra would be the worst for surrender and cheating. Scorpio & Libra disarm each other, They're both controlling signs though and someone will take charge. It usually ends up being Libra because they use emotional manipulation and that just happens to be Scorpio's weak point. They're sensitive people under that deep stare. Scorpio won't like being controlled and he'll make it difficult for the Libra who will not enjoy that because they're perfectionists and they'll try to change their Scorpio. Which Scorpio is too stubborn to let happen even if he has surrendered. In the end Scorpio will end up being cheated because the Libra is unhappy with being able to change him and there are just too many personality clashes. And Scorpio is too loyal of a sign, in most cases, to be the one to cheat.
Any of the air signs has the emotional detachment to take down a Scorpio if he lets them into his territory. However, He will never forget such a deep hurt and he'll most likely take revenge, hard. I am scorpion too. There is no specific sign infront of which we surrender. We seek mostly 4 loyalty n devotion. As 4 term surrender it depends on how much we trust dat person.
We r the people if we trust any1, we trust blindly. There is no second thought. People can then take advantage of us at dat time. It does not depend on sign. We will surrender to a someone who we really and truthfully to a point. But it has to be a great match. I've seen some scorps who will surrender than at a point, just get tired of dealing with that person's crud and will cut ties real quick... They say a scorp only trurly surrenders to one person and that's to God on their death bed.
There are many signs that will take advantage and cheat a scorp but depending upon if their is something in it for the scorp, if he will let it go on a little further or if he will cut the reins right there and kick the cheater out...

when it comes to the taurus-scorpio relationship...based on experience i believe that taurus and scorpio's are the best combination for one another. I've been in a relationship with a scorpio for over 4 years and we're going to be getting married within the next year. Oh and don't let me forget to mention....the sex is out of this world!!!!!!! scorpio surrenders to no one. im not sure what u mean "who will cheat a scorpio" but i wouldn't try it if i was you cuz scorpios hate cheaters and will do everything in their power to make u suffer the consequences. sorry to say
