Actually you can make your own pillow with several types of content in it. You should tailor your pillow bag to contain the different item, for example a water pillow needs special water proof container that can have leak proof content.
The various types of pillow content used world wide are listed below, Sorry if I missed some thing here.
1. Cotton (Silk cotton prefered)
2. Fibre cotton
3. Plastic straw pipe pieces
4. Coir boards
5. Bird feather
6. Rubber Sponge
7. Rubber Cusion
8. Water
9. Air
Stuff one of those into the pillow bag and stitch the front open to make the pillow ready. Once done, cover it up with a nice pillow cover.

Decide what size pillow you want. Get two pieces of equal sized fabric, sew three sides and stuff with your chosen filling, from the selection offered by previous answer, sew the open end together to contain filling, follow similar process with fabric to make your own pillow case or use one you have already.

Take 2 fabrics (do not need to be so nice), sew them together (do not sew 1 side). Take some cotton (or anything small and soft), put it inside the 2 fabrics, then sew the part that you did not sew. Then, PRESTO!
A pillow! You can buy the pillow case for your pillow now!

1 piece of fabric .. fold in half (outside in)
sew around the edges but leave a gap
turn it inside out
insert a pillow
sew remaining gap
Whaaallaaahhh, you have your pillow :)
