How old are you? Have you had any unprotected sex?
The itch could be due to a fungus or herpes infection; hard to say.
It could also be due to accumulation of a body secretion called smegma. Draw your foreskin back, check if it has accumulated white powder in it (it has a strong bad odor). Wash the powder clean, and do this everyday. Hope the itch stops.If it doesnt, see a doctor at once.

Presumably you are uncircumcised, so, every day morning and night, you will need to pull the foreskin fully back all the way to completely expose the groove beneath the penis head, then wash the area carefully with warm water and a mild baby soap. This may not be enough to relieve the itching and you should see your doctor about the cause. While you are there you should ask about getting circumcised - that will cure the problem effectively and permanently and you will be more comfortable, hygenic, healthy and have better self-esteem.
