Most men when comparing penis length refer to the erect (working ) size. It normally increases 2 1/2-3 times when erect.

Yes it is normal. The surprise is in the rise. Unlike other men or guys, their penis is the same flaccid(soft) as it is when it gets hard. The only difference is, is the stiffness which is not really hard at all. So you little guys, you will always be rock harder than your lengthier ones and believe me, you are better off just the way you are. Just got to work it every way imaginable. When was the last time you saw a l o n g one stand fully erect???? I mean flag pole erect???

I am small too, when limp i am like 1 or 1 1/2" but it grows to 4 1/2" so you are normal. Still small like me but normal.
