Photoshop is an amazing professional-grade graphics program. It is not free, although you can download a trial version from Adobe's website (http://www.adobe.com). Photoshop costs $649 for the full version, or $169 if you are upgrading. The "lite" version of Photoshop is called Photoshop Elements, and it is a bit more reasonably priced.

If you are a student, you have the option of buying an academic version of Adobe Creative Suite. This includes the full version of Photoshop and an array of other Adobe programs. Normally, it retails for over $1,000 but students can purchase it for around $300 or so.

There are also other freeware programs such as Gimp, but they do not have as many features.

Photoshop is an amazingly powerful photo editing program that costs about 300-600 dollars. The program can allow you to do many things other software can't. It can cut things around the edges to pinpoint accuracy, which can help you crop out things that are unwanted. You can also take things and put them in to other pictures. The program has many features that other programs have too, which are basically: Sharpen or Blur, Adjust tint, Fix levels of Color, and Reduce Red Eye. I suggest this program to photographers who are serious about photos and want to take their works to an even greater level, either with a point and shoot or and SLR.

As you will see from the answers of others, Photoshop is not exactly cheap, but it is the best software out there for what it does.
the Gimp is a free software that does a lot of the same basic things. On any of these softwares you will need to practice a little, but you can do some cool things.

Gimp's website: http://www.gimp.org/

You can download it and try it out: http://gimp-win.sourceforge.net/stable.html

Not free. You can buy it at Best Buy or places like that. It is not easy to understand but if you read the tutorial it will help you.

I use it all the time.
