Puberty is the process by which the body matures, and it can begin as early as age 9. In girls, it starts with breast budding and the growth of pubic hair. A growth spurt follows breast budding by about a year. Girls will usually get their first period about two years after puberty begins. Puberty then continues to progress with breast enlargement and body hair growth.
Hair: Soft hair will start to grow in the pubic area (the area between your legs). This hair will eventually become thick and very curly. You may also notice hair under your arms and on your legs. Many women shave this hair. There is no medical reason to shave, it is simply a personal choice. If you decide to shave, be sure to use a lot of soap and water and a clean razor made for women. It is a good idea to use your own personal razor or electric shaver and not to share one with your family or friends.-

As we all know that girls are way mature than boys as boys are 3-4 years behind girls in their maturity and that girls develop before boys. Relating to your question, different girls go through pubity at different times and stages in their life time, i mean girls as young as six years old can start mensturating, so when it comes to genital hair, it could start from the tender of 8.
