It's not only that way in WV. Here in TX. the woman usually can't have it done unless she is 30 with 3 children unless there is a medical problem.In most cases a man can be fixed,because he is the one that is always going around sewing wild oats. The guys doesn't need to be making all of those babies. They wouldn't support them anyway. And the woman usually want more children later in life. There fore if they get fixed they would have to get a reversal that would be very expensive.

You do realize that this isn’t a law, right? (at least, no law that I’m aware of!) It’s simply the doctor’s policy, probably because they’re worried about women regretting the decision later. If you want to have it done, see another doctor.

That's not surprising. I live in Indiana, and I had to get my husband's written permission before I could get my tubes tied!
