There is a tiny hole (like a skin tag) on the side of my flagpole and things often get embedded in there (things like cloth fibres). Is there any way I can seal it up?

I had similar trouble only the hole was a lot bigger than the one you describe. I found that a clothes peg worked for a while and then one day it disappeared in the hole. More lately I have been using a bulldog clip. The clothes peg is still missing

Have you been circumcised ...? If so, it is not uncommon if not done very well for the cut edge (where the foreskin was removed) to join back to somewhere it shouldn't eg the glans. These are not good but should be relatively easily cured - go and ask your doc - if small and not too complex and they do minor ops at their surgery, they should be able to do it there. If not you can get referred to urologist.

Shouldn't be a big deal to sort out - but best to do it as they can become clogged, then sore/infected and/or rip - never a good thing.

Sounds like a job for the plastic surgeon. It will probably be a minimal procedure.
