Seriously, the JET program (Japan Exchange and Teaching) does not require certification for people to teach on their program. The program is sponsored by the Japanese government, and places native English speakers (as well as native speakers of other languages) in public schools to give students face-to-face contact with native speakers. There may be similar programs in other countries.

There are many different programs out there that will certify you for teaching English as a second language, or as a foreign language. Some are as short as three months. Search for "TEFL certification courses" and you should find something that works for you. (TEFL means "Teaching English as a Foreign Language.) Again, TEFL courses aren't strictly necessary for teaching overseas, but it helps if you have been on a good program -- not only in the classroom, but getting an actual job. Also, TEFL programs often have good contacts with English programs overseas, so you'll have an easier time getting a job. Be sure to ask how their placement rates are before you sign up.
