I have three small green spotted puffers about 1.5 inch each. One of them (the largest one) has been black most of the time and in tail-up-head-down position for a few days now. That one used to be the most healthy-looking, and rarely turning into black belly. But now, it's in this upside-down position all the time and difficult to manuver in the water. The other two seem as active before and without observable behavior change.

Yes. They're in brackish water, about 4 tablespoon of marine salt per 10 gallon.
