The amendment to the constitution wasn't written that a President can serve only 2 terms until after his 4 terms, I believe.

Up until he was president there were no term limits for the president. Most presidents did not serve more than 2 because that is what George Washington served. After FDR got elected for 4 terms congress passed a law limiting the president to 2 terms or 10 years as president in case the vice president became president in the middle of a term.

There was an unwritten "rule" in the Presidency that the President would only serve for 2 terms, set by Washington and reinforced by the others who followed him. FDR saw that there was no "law" that was holding him back from running for his third and forth terms so he did, which wasn't a completely unpopular thing to do at the time seeing how popular he was at the time and his willingness to do whatever necessary to help this struggling country along

Because he was capable, and he wanted to. Also, during WWII, he felt that a stable leadership would be best for the country. Voters agreed.

The 22nd didn't come into effect until after he was dead- it was in the 50's .

Washington, despite pressure for him to take a 3rd term, decided not to to reflect that America was not a monarchy. the 2 term tradition stuck till Roosevelt. Grant had considered running for a 3rd term, but in a bipartisan vote the Congress passed a joint resolution urging the anti-monarchy implications of the 2 term tradition. (Grant was a good general, but not a very good president- his fame got him both terms.)

In short, Roosevelt was the Best. nobody can match him in terms of sheer intelligence, dedication, patriotism, and determination. he was the perfect president, to put it simply. Lincoln was probalby on the same level for his 1st term, but his plans for reconstruction were unpopular. In fact, his martyrdom really saved his reputation.

The Constitutional amendment limiting Presidents to two terms was adopted after Roosevelt died. Roosevelt was able to get re-elected to a third term because of the war in Europe and lingering effects of the Great Depression.
