My cousin was 17 when she served as my bride's maid and she was permitted to have champagne for the toast.
I think that's ok because the amount for a toast isn't enough to make you inebriated, anything more than that really isn't a good idea.

my first access to as much alcohol as possible, I couldn't stop.
I almost was taken to the hospital and had my stomach pumped.
I don't drink any more and am teaching my children not to drink.
I have seen people who only smoke and people who only drink.
the people who only drank looked worse than the people that only smoked. I never made any good decisions while drinking.
