It depends upon the riding conditions. If the cyclist were riding in city conditions and repeatedly having to start and stop, the smaller wheels would end up being more efficient since they require less energy to rotate and get up to speed. However, for continuous riding, the larger wheels would be more efficient since they would cover a longer distance per rotation using the same amount of energy.

Smaller wheels have higher friction losses and a worse ride because they have to climb more steeply over bumps.

Larger wheels have more angular momentum so they are harder to accelerate, but then have smaller bearing losses.
