Dry. Once in a while, our Christmas trees have pine cones on them and when the lights are on after a few days, you could hear them crackle as they would open up on the tree.

Opens when drying. Once it has fallen from the tree, the seeds suck up the last moisture from the cone and, as it opens. allows the seeds to 'escape'.

Always when it's drying. I stuffed one with peanut butter and bird seed and it got rained on and closed up again. I have to assume it wasn't completely dry yet.
