if you have a locker put a paper/sticky note saying "remember binder/homework."
Another idea would be to put the most important papers of the binder into a folder and simply leave the folder in your backpack/handbag/etc.
To remember your homework (if it is a worksheet), you could try sliding it into your backpack/handbag/etc. instead of putting it somewhere else.

Where are you forgetting them? At home, or at school, or both? The best thing to do is MAKE a routine, and MAKE that routine a priority. Desgnate a space in your home for just those items, and put them in their place. Write out your routine in a check list, one that is comfortable for you....like...
Do homework,
put books away
put them in their space
Post this routine in a obvious place, the door of your locker, the wall on your room. Over time, this "routine" will become familiar. Right now, it's as though you've taught yourself to "forget" your books, because the priority is on whatever else has your attention. Using things like checklists re-teaches you to give your attention to the things on the list.
Ask yourself what you need to make these things a priority to you. What are you thinking about instead of focusing on remembering those things. Those are clues as to what you can do to help you re-organize those priorities.

Say, "ribit! ribit!" very loudly and go all the way back to get your homework and binder. The way to overcome a mental block is by forcing yourself to incur some discomfort and inconvenience, and eventually your mind gets tired of paying the price and starts remembering. You don't have to hit yourself in the eye with a hammer, though. That might be going too far.

POST IT NOTES!!! Get some post it notes and place notes in places that you know you visit before you leave for school. For example, place a bright colored post-it-note on your front door knob that says "DON'T FORGET BINDER," or "YOU NEED YOUR HOMEWORK, GO GET IT." It helps me alot when I don't want to forget important things like homework, etc.

Easy. Do what I do. Get a weekly planner to write down evrything, including homework, test dates. etc. Or just write a reminder on the back of your hand so u dont forget. Goodluck. You shouldnt be forgetting anyways, your not old and dont have short term memory.

Spelling correction: forgetting
Maybe get a sticky note and write "Remember Homework" on it, and stick in a place you will always see it, like on your backpack. You could also trying writing it on your hand, or even on your arm, so you will always see it. Write it bright colors so it stands out.

Set it in front of your door so you hit it before you leave. Or if you drive to school put it in the car the night before every day.
