Both parents would have to carry the mutated gene for the child to get it. If you're really worried about it you can both be tested for the gene just to put your mind at ease.

Possibly.
From what I have heard, Tach Sachs desease is manifest in children when both parents are carriers.
Thus, if someone is "half Jewish" (i.e. one parent is Jewish) and they have children with someone who is Jewish (or descended from a Jewish ancestor) then there is that remote possibility.
A blood test performed by a doctor on both parents can confirm it.

Tay.Sachs, what is that ?? there's nothing to be worried about wether they're Ashkenazi, serphadim or Mizcharim, as long as they worship one god and don't associate partners with him, they'll be fine !!
