My wife's laptop is constantly sending packets out over the wireless network, even when no network activity is initiated. I can tell by the wireless light blinking near constantly on the DSL modem. I have tried checking the TCP connections using tcpview (a third party utility), but I only see connections between her laptop and the modem. Is there a setting on her laptop I need to check?

one thing they did not say is that a virus that uses you as a hackers mac/ip hop will cause that to happen. turn off the remote user and set the user log on to allow only one user to log on at a time. also to see the packets being sent over the network double left click on the connection icon in the lower right hand corner of the screen it will show how many packet are being sent and received. also using a download program like lime wire or bit-torrent even when idoled will send a lot of packets.

That's normal for the most part. Wireless networks do tend to have a fair bit of background chatter.

But a few questions might be in order: What is the DHCP renewal interval on your router? What ports are the sessions using? Post the ports that the connections are using and maybe we can interpret it a bit more.
