Nope, it's like a light bulb, it either works or it doesn't. It may have dirty contacts, sometimes windows copes with the resulting errors thus slowing it down a little but this is a relatively rare event.

You can try cleaning the gold contacts but it shouldn't slow down no.

They can burn up if your processor fan is not working; but your CPU will most likely burn up first, making it so that your computer would not work.

But, NO, RAM chips cannot wear out, or slow down.

There are no moving parts to be wore down, so no, if won't slow down after time, unless you remove the module without any reason to do so.
