Not if something is traveling through it. And not if it wants to exist in this universe. And not if pressure from the outside of the wormhole is enoth to stop it from being formed... I can think of alot of reasons why a wormhole couldnt be a true vacuum but not many why it could be. Unless of course you concider what was before the big bang to have been a wormhole then maybe yes.
