I don't agree with that statement

But it basically means that when you are in love you can do whatever you want to win over the guy/girl or to keep the love interest. Same with war
It means that when you are at war you can do whatever you want to win nothing is off limit.
It means that any action is excusable if it is to advance your purpose in love or war

In days gone by when war only affected the immediate vicinity of battlefields and the opposing armies had roughly the same advantages , the outcome of war favoured the best commander and the best troops, the term all is fair ... seemed an apt truism
however nowadays war is based on very dirty tactics that have nothing to do with fairness or justice.

It is saying that war and love are both battles.

The battle in love is for the affection of that person you love. It may be a battle for a girl's love between to guys.

Specifically it is saying that in battle, there is no such thing as an unfair or dirty fight. Anything goes, there are no rules.
