Locksmith would be my second choice. Around here, they charge about $90 just to cut a key to the vehicle.
Call or go to your local dealer and see if they can cut a new one by VIN for your vehicle. Most can for a certain length of time (for example, some can go back about 15 years). You will likely have to show picture ID and proof of ownership to get it done (title, registration, or current insurance paperwork). Depending on what kind of key it uses will determine cost. If it uses a standard non-chipped key, it will be anywhere from about $5.00 to $15.00 at most dealers.
If it uses a chip key, it gets more difficult and the price goes up. Some can get a code so you can get a key that will already be set up for your car, others will have to be programmed to your vehicle. The keys that need to be manually programmed will require the dealer having access to the vehicle, which usually means towing the vehicle there (some will send a tech out, but not many).
The programmable keys will need to be programmed no matter who cuts the new key for the vehicle, so if you have a locksmith cut a new key or re-key the cylinder, you will still have to have the dealer program the key to the vehicle as most locksmiths don't keep the equipment required for programming keys (none around here do).

"Mark B" has the best answer here. Check with the dealership first. Many cars have a "chipped" key (with a transponder in it) and some cars (like the Ford Escape and Mazda Tribute) also require that you have at least one original key to program the other (after having it cut). The owner's manual might give you the procedure to program the new key. Some people buy the blanks on ebay (much cheaper than the dealership) get the key cut and program it themselves.
The transponder is programmed with a code peculiar to your vehicle (as is the second key) and when in or near the ignition switch it "reads" the code to check it's the right key.

Depending on the year, make and model of you car you can go to a dealership or a locksmith. Call both first. Locksmiths charge money for their services because it is a certified and technical profession. Just like auto mechanics, doctors and house electricians. $90.00 for a car key is cheap, some of his/her tools to make your key cost thousands of dollars. Many cars today have 'chips' in the key head (you can't see it), some dealersips can replace your key, some locksmiths can, not all but some. Many locksmiths don't want to bear the cost of all the equipment needed to make the newer keys. Your cost will depend on what they had to spend getting tooled and trained.

It all depends on how old your car is. If it's older than 2000, then you'll have to get a new Ignition. Im not sure how much they are. But if it's newer than 2000, then most dealerships can pull up your vin number and then just make you a key for like $30.00 So look into your dealership and see if they can do that for ya. This time, make a spare key for you.

go to a locksmith, he will open up for you, changing the locks mechanism is much cheaper than the whole thing. its only half set of locks. ask the locksmith for details if he can do it for you.
