my eyes are Small and my eye lids are little, should i wear eye liner?

Are you implying that you have Asian eyes? I think what would work for you is eyeshadow. They'll enhance your eyes and give the illusion of bigger eyes. I don't know how your eyelids look, but if you wear eyeliner, don't contour your eyes. In other words, just line the top, not the whole eye. Contouring the whole eye will make your eyes appear smaller.

Your complexion is also a determining factor in what colors of eyeliner you can wear. You should use a thin line and try feathering at the corners with a liquid liner to open the eyes. If you have a lighter complexion, you will tend to look a little gothic with black eyeliner, charcoal is a good alternative in this case. Dark browns also tend to look good on people with very light complexions and redheads.

i have almond shaped eyes (im 1/2 filipina and 1/2 italian) and i always wear eyeliner...

i apply liner to the top of my lid (a thin line because i want to be able to see the ends of my eye lashes), and then i do a very thin (and i do mean thin) line on the lower lid along the lash line.

i dont reccomend lining the actual lower lid, this makes your eye stand out more, making it look smaller

You can wear eyeliner just not a lot. With make up, you can have 10 products on your face but if you put it on correctly to highlight and shape your facial features, it looks like you are wearing half that. I only use eyeliner on the top of my bottom eyelid and along the lashline. I've noticed that it gives them depth putting it on that way. Brown or grey pencils can soften the eye and not put so much darkness around your eyes, plus you dont have to worry so much if its smudged or not. Practice putting it on in different parts of the eye to see what looks best with your eye shape.

White eyeliner on the bottom lid works numbers too.

Eyeliner can enhance smaller eyes if worn properly. I would buy a lighter colored eyeliner (cream, champagne, gold, etc.) and line the upper eyelid, thickening the line slightly as you reach the outer corner of your eyes. A dark color like black can be used, but it won't be as effective and you'll want to take extra care to make the line as thin as you can. This will help the eyes appear larger. Hope that helps!

Rimming the outer corners of your eyes will make them look bigger, lining all the way around makes them look smaller!

You might want to try a light eyeshadow (white) or highlighter in the inner corner of your eyes and right under your brow.. it will really open up your eyes!!

Small eyes benefit from eyeliner!
Line the inside of your eye with black or dark brown eyeliner, then get a black or brown liquid eyeliner and carefully line the outside of your eye.
Then finish off with some light eyeshadow around your eye in whichever colour you desire.
This is what I do to make my eyes look bigger, and they look huge now =D
