Actually, both C and D are correct. During peacetime, the Coast Guard is attached to the Dept of Homeland Security and the Marines are relatively autonomous. However, during wartime, both are attached to the Navy Department. Therefore, all three (Navy, Marines, & Coast Guard) are separate from each other, yet part of the same branch (Navy) during wartime.
By the way, this association with the Navy is why the Marines and Coast Guard are headed by a "Commandant" instead of a "Chief of Staff" like the Army, Air Force, and Navy (and why these two have no civilian Secretaries like the Army, Air Force, and Navy).
