Some systems actually speed up the fan and slow it down depending on heat being generated. On my IBM laptop, I can hear the fan speed up and then slow down. I also know desktops do that too.

Could it be that the fan isn't working and then it starts? Be sure to check that too.

Most computers have three cooling fans, one inside the power supply, one on the case itself, and one on the CPU. In many cases, the fan needs only a drop of oil. Almost any lightweight mechanical oil, such as 3-in-1 household oil, will do just fine. WD-40 is more designed for something that only moves occasionally, not continuosly. You can pick up a tube of sewing machine oil at almost any sewing machine dealer or even at a fabric store for about £2 to £3.

Clogged vents near fan or fan bearings are shot. If you run it all the time, it could be either. Try Microcentres or some oneline sites for a replacement fan, they'r not that hard to put in.
