Let's look at what you *have* done. If you have done an internship, that should be listed. If you've been an active member of some club or organization (in school or otherwise), the type of member work you did should be listed. If you have been part of some nonprofit, volunteer organization, that should be listed.

Put these in chronological order.

You'll want to describe what you did under the name of the organization. Do not make the description a shopping list of job functions and duties. Show things you did that had an impact on what was happening. If you led the group in doing something, discuss how many were part of the group and what the group accomplished. If you came up with a novel idea of getting something done or saved the day in some regard, list that and how much was saved -- or earned.

What skills you have should also be listed under another section. If you are looking for photography work, the types of cameras you know how to use, whether you can develop film, lenses you use, special techniques should be listed. This is similar to listing a typing speed if it is of interest to those who would be evaluating your resume, as well as any IT skills (HTML coding, graphic work, knowledge of Excel or PowerPoint).

you should do a Functional Resume. basically, instead of listing past work experiences, which you don't have at the moment, you list your skills that you've acquired while volunteering or going to school or something. Like for example:

Communications Skills
-Gave a speech to college freshmen on the importance of healthy eating
-Informed customers about new products

something like that... the internet has more info... but try a functional resume-- it couldn't hurt

and if that doesn't work, start volunteering/interning to build up some work experience.

Since you have no work experience you need to include all of your schooling and anything about your character that would make you a good employee. If you have done any community service that would be good to include as well. Also make sure to include references who are not your family that can comment on your character and work ethic. Good luck

Include any volunteer activities you have done, include any organizations you may be a member of, any high school or college extracurricular activities, and any skills you have in lieu of job experience.

maybe just write your skills that you think would qualify you for the position or volunteer work?
