not sure what you mean,,, yes people can give speeches and plagiarize someones work,,,,,,, or do you mean how do they get away with it? well, unlike a written work, it could be no one has a copy of their speech, in which to compare to others written or spoken work

many persons are in a hurry to have an article or a paragraph about any topic...yet they in a rush they run out of time..so what they did is to plagiarate others work..instead using them as reference they use it as their own work without writing or paying attention to the author...it is bad because a person who does it could be put into jail...
