Its fake. Keep in mind that if you won a million dollars they wouldn't send you an email. They would contact you in person.

If you didn't enter a lottery, you didn't win a lottery.
Legitimate lotteries don't notify winners by email.
Legitimate lotteries don't require any fees, taxes, or other payments up front.
Legitimate lotteries don't require you to send any credit card or banking information up front.
