Ginza...but if you just want to visit foreign countries just for "action"? how pathetic you are...

When in Tokyo go to SHIBUYA or SHINJUKU..... if you really want to 'get some action' then KABUKI-CHO in Shinjuku is for you.

Roppongi is full of foreigners (usually English teachers and military men)...not really a Japanese experience. Plus there is a lot of crime and undercover cops just itching to bust you for something.

If you are just looking for pub/dance stuff then visit Roppongi.

If you need some thing more, go to Shinjuku and Shibuya to feed your hunger body.

Roppongi is a famous area in Tokyo where foreigners hang out. Lots of bars. You should go there.

Head to a area that is close to a Military Base. Usually (and sadly) your best bet.
