At your age, it will be hard to find another gy who is open about his homosexuality. Do not ask anything unlsess you are absolutely positive that he is gay. If he is, start talking, find something similar you have in common and suggest you two go out on a date.

People here are getting younger by the minute. Anyway, first plan where do you want to go. Preferably a place were both of you would enjoy. If you have difficulty striking a converstation, go to a video arcade or a movie. At least afterwards you have something to talk about. You can invite him to your house and play video games or something. Now how to ask him out? Simple, just say something like "hey, there is a good movie tomorrow night, are you available?" or "I have seen or played this cool video game, want to try it?" But remember this rule of thumb. Whoever invites someone in a date, will have to PAY for the movie tickets and all unless you tell him in advance its dutch treat.

Make sure that they are receptive of your advances forst. Do they know you are out? If not then tell me and see how they react. If it positive then wait for a later time to do ask them out. (Give them a few days to process all of it) If it is negative then I believe asking them out would do more harm than good for you.

One, make sure they're gay or at least bi, two, make sure they're single and three, just ask "Do you wanna go out with me sometime?" Simple.
