Question about Professional line of dyes bleach etc.....?

Question

What makes a product so special that it can't be sold to the general pubic?
I have been told it is just a bunch of hype and means of controlling the market and the prices. That the products are no better than what you buy at CVS kmart etc...True or False and why?

We are talking Hair products.

u must be a lisenced beautition to buy them.and no it's not the same as products at kmart and cvs,there less damaging to hair.
