Uh, it's necessary. If you didn't spot a guy his forward progress, linebackers would be picking running backs up and carrying them back to the opposite end zone for a safety.

it's correct, if there was no forward progress rule, then those big defensive lineman could just pick up a runningback or QB when they are stopped and get big losses of yardage.
