These people are in an underground military base or something, and theres a some sort of mutated human after them. no matter what they try to do to kill him, he keeps coming back. His hair is falling out throughout the movie too. I remember the last scene you think he's dead but it zooms in on his hand and it twitches.

I remember one from the 80's called C.H.U.D. Cannibalistic humanoid underground dwellers. Don't know if that is the one you are talking about. It's been to long since I saw it.

Day of the dead maybe, that's the only one i can think of where people are hiding in an underground bunker.
i know there's a Zombie called "Bub" in it

it can't be day of the dead cause a whole bunch of zombies are after them and you mentioned just one person was. i'm not sure. it has to be a horror movie though. Maybe return of the living dead? they made so much sequels and remakes to thta movie it's so ridiculous so it could e one of them.
