Unless the arrow was shot by a gun, the bullet is faster.

I've heard faster than a speeding bullet--- NOT faster than a speeding arrow== so I would say a bullet!

Bullets. Bullets tend to be around 1,500-2,000 feet per second, and can travel as much as 4,000. Arrows appear to travel at about 250-300 fps. Even airsoft BB guns beat 300 fps.

Considering that you can't keep your eye on a bullet from the moment it comes out of a gun till it hits it's target... I would have to say a bullet is faster....
