I don't think he killed all of them, but the ones he did got killed because they were fooling around with the suitors to Penelope, and Telemachos didn't want the suitors there in the first place.

He did that because they were unfaithful to him, and he didn't execute all of them. Also, it was Odysseus who gave the order for the maids to be executed.
