the camera looking object when they are looking into it.....what does that thing do? I think I heard that it was to measure the ground..is that true or could you correct me?

Its a transit level. They are looking at a stick with numbers on it to give them elevation. Can also be used to make straight lines and keep everything square.

They are surveyers, and they are basically measuring where things need to be placed. Or where things should start to be built, etc.
