There are 3 signs if your fan is working:
1) Does your computer freeze or shutdown randomly after 20 minutes of laptop usage?
2) Do you feel air coming out of your computer? Most laptops will have one or two outtake vents.
3) Sometimes in the BIOS, it will tell you fan speeds. Obviously, if the fan speed is zero, it means it isn't running.

Simple way.... place your hand near where the exaust fan is . you should feel a warm breeze. the sound of your pc should also be a good giveaway .
also if it isn't running I'd pretty much garentee that if it isnt running your pc may sudenly shut off unexpectedly when you start working with the pc.
unless you somehow have your room so cold that it does not need to turn on (antartica??) much, this should help you determain if it functions.

you can feel the air coming out from the back or the side (left or right) of your laptop. You can also detect it, if your keyboard is so hot, so please do something about it immediately.

install a temperature monitoring program first or listen/feel air etc.
