I've sold many things in the past and never saw the "Final Value Fees" but yesterday when I put something up for sale it had a disclaimer about "Final Value Fees". Also it showed up on my invoice, which isn't on any of my other sold items. Is it because only some items incur a Final Value Fees?

Some eBay categories don't incur Final Value Fees (FVF), notably vehicles and/or real estate depending on the country or eBay site. Sometimes the FVF is disguised as a Transaction Services Fee (as with eBay Motors listings on ebay.com). Mobile Phones with contracts and Ad Format listings may not have a FVF component, again depending on the country or eBay site.

Additionally, several of the international eBay venues don't yet charge listing or FVFs on domestic sales, in an effort to build a sustainable base of local buyers and sellers. The expectation is that after that eBay site builds a critical mass it will introduce listing and/or Final Value Fees.
